If you want to change the settings you have to put above to code in PalWorldSettings.ini file.

Go to :

steamapps\common\PalServer\Pal\Saved\Config\WindowsServer

Open PalWorldSettings.ini with text editor and paste the above code.

After that you can change the settings. Do not forget to restart your server to apply changes.
